Retired Justice D.P. Buch on 11 December 2013 took oath as the Lokayukta of Gujarat State. The oath of office was administered to him by Governor Kamla Beniwal in the presence of Gujarat Chief Minister Narendra Modi at a function at the Raj Bhawan, Gandhi Nagar, Gujarat.
Justice DP Buch was the fourth Lokayukta of Gujarat. The post of Lokayukta had been lying vacant since the last incumbent, Justice R M Soni’s term expired in December 2003.
Lokayukta is an anti-corruption ombudsman organization in the Indian states. The institution of Lokayukta has been set up to inquire into the allegations against Public Functionaries in the State and for matters connected therewith.
The mission of the Institution of Lokayukta is as under:
• To eradicate the vice of corruption, favouritism, abuse of position & power among the public functionaries.
• To improve efficiency & to present correct image of the top public functionaries;and
• To promote fairness & honesty.
History and origin of Lokayukta
The Administrative Reforms Commission (ARC) headed by Morarji Desai submitted a special interim report on Problems of Redressal of Citizen’s Grievances in 1966. Inthis report the Administrative Reforms Commission had recommended the setting up of the institution of Lokayukta for the purpose of appointment of Lokayukta at the state’s level, to improve the standards of public administration, by looking into complaints against the administrative actions, including cases of corruption, favouritism and official indiscipline in administrative machinery.
